Import security filings is a separate transaction from CBP entry. It is the first step and requires documents for freight that enters the U.S by water. It requires all importers and ocean vessels to report and disclose certain information about the cargo 24 hours before loading goods into the United States. Failure to file ISF 10 2 can result in delayed shipments, fines, violations, and other penalties. Some penalties and actions by the CBP for failure to file or late filing of ISF include: 


  • $5,000-$10,000 penalty 
  • Upon arrival customs exam at port 
  • Cargo held at a port by customs
